Deborah Mills-Burns

Hi, I’m Debbie - Partnership Manager for Merseyside and Cheshire Armed Forces HQ. I’ve spent my career working across facilities management and security services, from frontline operations through to industry leadership and governance. Today I serve as a Director at IPSA, and I’m passionate about raising standards, supporting workforce development, and helping shape an industry we can all be proud of.

I’m also an armed forces veteran. I served during the time when LGBT personnel were banned from serving openly in the UK military. That lived experience has shaped so much of who I am and why visibility, representation, and belonging matter so deeply to me.

Alongside my professional work, I’m a published author and spoken word poet. Storytelling has always been a powerful tool for me, whether that’s challenging outdated thinking, sharing underrepresented perspectives, or helping people see the human stories behind policy and practice.

As a member of the LGBT+ in FM committee, I’m committed to helping create workplaces where everyone can bring their full self to work with dignity, respect, and pride. Our industry is stronger when it reflects the diversity of the people it serves, and I’m proud to play my part in building that future.
